List the tags available on a website: the website's own tags plus the built-in default tags.

List the tags available on a website: the website's own tags plus the built-in default tags. Each tag has _id (use it as tagId in tag_lead / remove_tags_from_lead), text (the name, in upper case; use it for the tag filter in get_leads) and colour. websiteId comes from list_websites. Create a new tag with create_tag. Returns { tags: [...] }. Read-only.
